CONCORD (CBS SF) — A state senator who on Sunday helped rescue a woman and her grandson following an armed home invasion robbery in Concord said Monday the crime was “unacceptable.”

Sen. Mark DeSaulnier, D-Concord, was reading in his backyard in the 1100 block of Via Doble when, around 3:15 p.m., he heard a boy pounding on his door.

The boy and his grandmother had been tied up at the house next door to DeSaulnier’s with duct tape and robbed at gunpoint before the three suspects fled the scene.

The Subcommittee on Railroads, Pipelines and Hazardous Materials has jurisdiction over the economic and safety regulation of railroads and the agencies that administer those regulations.  Economic regulation is administered by the five-member Surface Transportation Board (STB).  This independent agency also has the authority to address national emergencies as they affect the nation’s rail transportation system.
The Federal Railroad Administration (FRA) is responsible for administering and overseeing railroad safety laws, railroad infrastructure and development programs, performing research and developing technology, and has federal oversight of Amtrak.
Amtrak is the nation’s major provider of intercity passenger rail service.  Also known as the National Railroad Passenger Corporation, Amtrak was established by law in 1970 and assumed the responsibility from private sector railroads for providing passenger rail services.  The Subcommittee continues to oversee efforts to increase efficiency and improve service in Amtrak’s operations.
The Subcommittee also has jurisdiction over the Pipeline and Hazardous Materials Safety Administration, which is responsible for providing regulations and safety oversight of pipelines and pipeline facilities, as well as overseeing the transportation of hazardous materials.
Railroad retirement benefits and unemployment systems, as well as rail labor relations also fall under the jurisdiction of this subcommittee.

Walnut Creek CA -- A clear reality of my situation is how cases are handled around Contra Costa County. My 2004 arson was witnessed by Danville Police Officer and the Mechanic at Gregg's Muffler in Lafayette CA. 
 
It's been ten years since the 680 arson yet in 2014 while walking between Walnut Creek Police Department and my campsite I'm dodging SL 550 Mercedes while several Walnut Creek Police Officers are positioned to watch me get creamed where Mt. Diablo Blvd meets Broadway.  The timing is relevant as on June 26th 2014 numerous claims were filed against with the City Of Walnut Creek but within a week a car tried to run me over again. 
 
Nearly all Contra Costa County Cities use the same risk management services provided by the Municipal Pooling Authority (MPA) under CSAC using the Joint Powers Authority (JPA).  

I've filed many claims on my own because the Contra Costa Bar Association controls the intake referrals and I was summarily told I can't get a referral through them.
Many thanks while the Walnut Creek City Attorney lofts around town persons unknown have been trying to kill me and they tried to killing my sons in 2005.

It's happened to me in Pittsburg, Walnut Creek and Danville where I've attempted to litigate.  I sued Danville Building Inspector Gary Vinson Collins in 2006 but my Attorney Sage Sehapi has the shit kicked out of him a during a Walnut Creek Basketball game on Oak Road.

The WCPD true to form refused to arrest the suspect sending Mr. Sehapi in circles who being an attorney wanted to sue.   The officers probably obstructed justice by hiding this case from the District Attorney just like Danville Police did with the Bennett/Collins assault but now ten years later we've got murders, arson coupled with the fact that the PG&E Indictment now contains obstruction of justice charges.   
 
Witness Termination

After the Lafayette Police refused to investigate this blogger's July 20th 2011 Hit & Run/Attempted Murder I turned to State Senator Mark Desaulnier who called the Legislative Security Services Threat Assessment Unit (TAU) who interviewed me in Aug 2011 but sadly since then many have died with no end in site.  
 
I told this unit that I suspect Councilman MIke Shimansky, Spinal Meningitis death was not natural.  This information was passed on in Sept 2011 but since then Councilman Bell and Tax Collector Pollacek each succumbed to meningitis but consider the argument of violations of the Geneva Convention.  
 
On Nov 9th 2004 a Kinder Morgan Gas Pipeline Explodes but few noticed that several persons near this pipeline disaster died.  
 
The Who Gives A Shit County 
For several decades I've been a lock step battle with the rich and powerful.  I didn't realize how much was being put into trying to take me out until the car zoomed by me on September 28th 2013 but the response from the Walnut Creek Police was pathetic.
I've made numerous attempts to get an investigation started over at least five Hit and Run Incidents since 2004 and the Unionized Agencies have a clear and powerful agenda.

On August 7th 2014 I completed forms with the Walnut Creek City Clerk Suzie Martinez for City Council.  Everything was done properly.

On Monday I returned to get for nomination signatures and was told I could only submit 30 signatures.  The answer was in-congruent with prior information as I'd planned to collect 100 to be safe.

I believe part of this was a honest mistake that could have been overcome but when attempting to clear up other matters with Planning and Police Department eventually was escorted from the building and told not able to return for the rest of the day.

Members of the City Council, Staff and WCPD have attempted arrest, threats of arrests, false allegations of assault and have been this resident from accessing city records, called police when attempting to speak at public hearings, falsely informed officers that meeting was closed, attempted to arrest Bennett for disturbing meeting that had not started.

The CHP Threat Assessment has been investigating incidents since July 2011 accident that was attempted murder, are well aware of incidents in Walnut Creek, mugging of clients, roommates and long list of deaths since first meeting in 2011.  State Senator Mark DeSaulnier sent TAU to Bennett after Bennett faced off with officers with guns with clear threat of Bennett's safety.

On Monday a WCPD officer admitted to knowing about my 2004 arson case and that it was arson all along.  They've been co-conspirators all along or failed in their duties and WC city council failed to protect this resident

When Danville PD concealed the 2004 Danville assault I started calling the FBI as by December of 2004, I was getting tickets, been set on fire, pulled over, accused of dealing drugs, thefts and DUI. 

After the Eric Nunn fatal crash my opinion which includes members of his family was this was a murder not an accident.   Then in April 2009 a purely coincidental meeting was me taking a restaurant seat with Supervisor Glover where that evening we learned we shared near identical and near fatal bacterial events. 

For years I went to the ER with maladies of intestinal, bacterial and heart attack symptoms but often call the nurse advice line. After several years of calls one day the nurse said - have you considered that you were being poisoned which after the Nunn crash I knew something was going on. 

The County ER staff is controlled by the county, they are like so many others incidents connect to the same risk management entities using he along most other Contra Costa Cities utilize Municipal Pooling Authority (MPA) .

After filing claims with the City of Walnut Creek they gave me the phone number for the Municipal Pooling Authority located on San Miguel Drive where across the street my friend who worked at McNamara Law but few know this is another local attorney like my attorney offices were burned down in 2012. 

The coincidences fall in line with other allegations with State Senator Mark DeSaulnier whose been fully informed of events which precede the PG&E Gas Explosion which precedes the CNET Arrests in March 2011. Mark's answer to my car accident and incidents was to call the Legislative Threat Assessment Unit who like everyone have been fully informed. 

All of this precedes the deaths of relatives of State Senator Richard Rainey (ret) and Don Perata (Ret) but there plenty of other deaths.

Contra Costa County 

In November 2005 I was lying on a gurney at Merrithew Memorial Hospital dying from either bacteria or poison. It was a brutal 20 hours on top of the 20 plus hours from onset of symptoms.  This started within a few hours of dinner with my wife and sons that was estranged from for over a year. I went home to Richmond CA in a near continuous vomiting episode then returned to the ER and nearly died during the night.

 

Ten years later there were multiple US Grand Jury cases connected to the same agency.

Over the summer of 2005 my counsel was mugged in Walnut Creek CA which derailed Bennett v. Contra Costa County, in 2014 my roommate David Bremer died in custody after being picked up in Walnut Creek CA and his father has retained the same firm that just won 13.5 million.

 

I've been saying for several years they are killing witnesses and taking down collateral targets.

When Danville PD concealed the 2004 Danville assault, I started calling the FBI as by December of 2004, I was getting tickets, been set on fire, pulled over, accused of dealing drugs, thefts and DUI.

After the Eric Nunn fatal crash my opinion, which includes members of his family, was this was a murder not an accident.   Then in April 2009 a purely coincidental meeting was me taking a restaurant seat with Supervisor Glover where that evening, we learned we shared near identical and near fatal bacterial events.

 

For years I went to the ER with maladies of intestinal, bacterial and heart attack symptoms but often call the nurse advice line. After several years of calls one day the nurse said - have you considered that you were being poisoned which after the Nunn crash I knew something was going on.

The County ER staff is controlled by the county, they are like so many others incidents connect to the same risk management entities using he along most other Contra Costa Cities utilize MPA.

After filing claims with the City of Walnut Creek, they gave me the phone number for the Municipal Pooling Authority located on San Miguel Drive where across the street my friend who worked at McNamara Law but few know this is another local attorney like my attorney offices were burned down in 2012.

The coincidences fall in line with other allegations with State Senator Mark DeSaulnier whose been fully informed of events which precede the PG&E Gas Explosion which precedes the CNET Arrests in March 2011. Mark's answer to my car accident and incidents was to call the Legislative Threat Assessment Unit who like everyone have been fully informed.

All of this precedes the deaths of relatives of State Senator Richard Rainey (ret) and Don Perata (Ret) but there plenty of other deaths.

The FBI Call

After the Glover meeting and extensive my theory that Elected and Public Officials were being targeted and killed. That call preceded Councilman Shimansky's death by weeks who would know Danville Officer Stephen Tanabe, resident Loretta Hale, and Attorney James Greenan whose son Nate was murdered on WB-24. My FBI call was persons near CNET were dying. Glover and Bennett were poisoned by bacteria or expert poisoning. The County Hospital fought me over the allegations where my many attempts to reach the leadership fell on death ears.

The recent malpractice loss within regards to the 1 in 30,000 pregnancy supports my allegations.  One part of this case leads my near 24 hour ER event and my poisoning allegations. I kept returning to the ER of pattern of maladies consistent with ingested a foreign substance.  In 2004 I was sick, inhalers, asthma, vomiting, diarrhea and parasites plus heart attack symptoms.

Today without medication or any significant medical care have shed my inhaler and no longer have intestinal problems.

Ten years later they're arresting police officers connected to assault   suspected connected to my 2004 Arson Fire,

I am writing to express my concerns over the handling of my complaints in regards to following events related to payments or lack of, several hit and runs targeting this former PG&E vendor and related information connecting the 2004 Kinder Morgan Fire in Walnut Creek CA, several fires in Walnut Creek, the kidnapping of a PG&E Employee working in the same building Wiget address where project meetings were held and the near pathetic indifferent response from PG&E security, the legal department, outside legal counsel Attorney Kate Dyer and internal PG&E resources who've been fully informed about the many attempts on my life since being contracted to PG&E post explosion efforts.



Paying Your Vendors (me) vs. Leaving me to be hit by cars 



Around 9:00 AM today (7/26/14) another attempt was made to hit me in a crosswalk.  Last year my roommate was mugged resulting in severe head injury, my other roommate was David Bremer was murdered somewhere between Walnut Creek to Martinez Detention Facility (MDF)) where he was beaten to death.



He was a nice kid sad story here in Contra Costa County where we should really call this place Cold Case County as we have blacks hanging from trees back in the 80s, where little old Japanese Ladies (Fake Tip Line) burn to death on remote road,  where the Town of Lafayette Chief Christiansen refused to investigate my July 20th, 2011 accident but lest not forget I was nearly killed while working on the deadliest gas pipeline explosion in the country.

PG&E's Failure to Address Complaints 


On July 20th 2011 my car was totaled enroute to Lafayette CA from Walnut Creek.  At the time I was contracted to PG&E where unknowingly possessed thousands of pages of maps, GPS, sensitive internal documents, litigation sensitive files, and was essentially by definition facing criminal imprisonment over Child Support a problem developed over issues related to persons now in Federal Prison




I'm also betting they are now key suspects in many primarily East Bay arson fires which in brief several are highlighted below
