The City is the fee owner of a parcel of land located near the intersection of North California Boulevard and Pringle Avenue, which includes a small, triangular-shaped plot within the Walnut Creek BART Station parking lot ("JB John Property"). The small, triangular-shaped portion is residual land currently being used as a landscaped area under the BART aerial overpass within the BART Station parking lot and is less than 5,000 square feet ("Residual Property"). The Residual Property is adjacent to the Walnut Creek Transit Village Project ("Project"), currently being developed at the BART Station. BART and the Project developers desire to incorporate the Residual Property into the Project to accommodate a publicly accessible driveway and utilities to serve the Project, as intended in the vesting tentative map approved for the Project. On February 5, 2019, City Council authorized staff to initiate the process for disposition of the Residual Property for the above-stated purposes in accordance with the "Disposition of Property by Negotiated Sale or Property Exchange" with BART (Administrative Policy 80-1, Section C).  Staff and BART have agreed upon the terms and conditions for disposition of the Residual Property.  The transfer of City’s fee ownership interest will be via grant deed and be effectuated by a Purchase and Sale Agreement to be executed by the City and BART upon Council approval. Staff Contact: Cathleen Terentieff, Senior Civil Engineer, (925) 943-5899, ext. 2241.
6. CONSIDERATION
a. PENSION LIABILITY AND PENSION TRUST PLANNING
Like many cities in California, Walnut Creek’s CalPERS pension liability contributions will increase rapidly over the next several years resulting in considerable pressure on the City’s budget. In preparation for these known increases the City Council directed staff to create an Internal Revenue Service (IRS) Section 115 Pension Trust (Trust) in February 2018. Use of funds invested in the Trust are restricted for use in addressing pension costs. The City Council will receive a report from Bartel Associates, LLC and will be asked to provide direction and/or guidance on the City’s goal to invest in the Trust and plan to use the Trust. Staff Contact: Amy Cunningham, Administrative Services Director, (925) 943-5899, ext. 5810.
b. FISCAL YEAR 2020-2022 BUDGET DEVELOPMENT PLANNING
Government Finance Officers Association (GFOA) and other governmental advisory organizations (such as the Institute for Local Government) provide guidance on local government budgeting best practices, including planning for long-term fiscal sustainability, enhancing transparent and engagement, and preparing for fiscal challenges. As the City begins to experience the fiscal impact of CalPERS pension cost increases, it is appropriate to take the next steps in building upon the City’s fiscal sustainability. At this meeting, staff will provide additional detail in regards to the FY 2020-2022 budget development plans and will seek Council guidance on the proposed action plan. Contact: Amy Cunningham, Administrative Services Director, (925) 943-5899, ext. 5810.

Constituent Begging Services

After losing millions over many decades a story unfolded when the FBI arrested member the Contra Costa County Narcotics Task Force in 2011 but by 2017, Contra Costa District Attorney Mark Peterson was himself arrested.

After several years of communicating with Senator Feinstein I decided to visit her offices.

By chance or perhaps not by chance the connection to Senator Feinsteins leads to Richard Blum and his holdings at CB Richard Ellis.

When City Attorney Mark Coon committed suicide that opened the not so obvious connections to Base Realignment and Closings but that's when Donald Rumsfeld former head of the Department of Defense began the BRAC Process.

How the Paradise #campfire Targeted Witnesses from Walnut Creek

A few days ago I was making plans in the back of my mind for how to bury my son whose trailer was in the front page.

Today I deliberating how the PG&E maps stolen my my laptop in 2011 might correlate to yet another fire.

There are also three sets of possible targets residing in Paradise that are interrelated with cases in the East Bay and San Bruno.

This is my first thoughts based events I am attached to with first hand knowledge.

Obit: Jared Tucker Nice Guy from Walnut Creek killed in terror attack

 / Updated
By Rima Abdelkader and Alexander Smith

The California man who was separated from his wife in the chaotic moments of Thursday's terrorist attack in Barcelona, Spain, was among the 13 killed at the scene, his family said Friday.
The father of 42-year-old Jared Tucker, Dan Tucker, told NBC News that Tucker's wife, Heidi Nunes, confirmed her husband's death. The Walnut Creek couple were in Europe celebrating their first wedding anniversary and had just enjoyed drinks on Barcelona's wide, largely pedestrianized tourist street of La Rambla when their relaxing vacation was shattered by sharp cries.
"Next thing I know there's screaming, yelling," Nunes, a 40-year-old teacher, earlier told NBC News. "I got pushed inside the souvenir kiosk and stayed there hiding while everybody kept running by screaming."

The 1986 Hate Crimes and Martinez Incident Map

Mapbox Examples integrated into Blogger

This is a very rough rendition of incidents located from Walnut Creek to Danville.

The time range is from 2001 to 2016. It's a bucket list of tragedies where officers have used me like some gladiator in the ring. The mental anguish of Abuse of Authority of Color of Law is akin to being locked in a cage for 30 years.
