What is the Municipal Pooling Authority?

My first experience with the Municipal Pooling Authority leads back to 1982 but recent events near duplicate claims against several different cities. What I personally experienced leads to major law firms representing the cities, the insurers and how the together with Unionized workers who dominate the rest of us. The fortunes of over 30 million other residents have built a war chest for CalPERs that's approaching nearly a half of a trillion dollars.
